What Should Local Government Do When the Private Sector Starts to Move?

— The Changing Role of Government Across a Town’s Phases, and How to Build Related Population

In recent years, Kotohira Town has seen a gradual increase in community-building initiatives led by private actors. These efforts have begun to create self-initiated movement within the town.

To move into the next stage, it is essential for both the public and private sectors to clearly define their respective roles—and to share the same map of where the town is heading.

In this event, we will explore, through real-world case studies, what local government should take on—and what it should let go of—across three phases:

  • Before private actors begin to move

  • When private actors start to move

  • When private actors begin to take the lead

Another Key Theme | How to Engage with Related Population

Private actors are not limited to businesses located within the region.

Individuals and companies from outside the area—who bring in new perspectives, networks, and knowledge as related population—are also vital to regional development.

That said, if engagement is handled poorly, friction can arise between openness and exclusion.

This event will also organize ways of thinking about how to remain “welcoming without being swept along,” and clarify the respective roles of government and the private sector in building long-term, sustainable relationships.
